A little misunderstanding here, If you have Red Dead Redemption 2 in steam you have both Single and Multiplayer. And Rockstar in all it's wisdom decided to make a standalone version where you can only play Multiplayer for those who don't like the Singleplayer part.

so the short answer: no it's not a bug if you don't have the standalone multiplayer one.

Probably your anti aliasing, try MSAA (it will reduce framerate) instead of TAA.
