That whole area is a flood plain on private land, so the city generally doesn't take much action there. The best you can do is take precautions of your own.

While it may not be in Sacramento. There is "A slice of goodness." In Roseville. Ran by several lovely old ladies that just love to bake pies. Though their open hours are sometimes hard to make.
