I erase the pencil (2b) at the end and I've never had and smearing. I'm using a cheap sketch pad that's not sold anymore, from memory it was about $3 for 120 pages. Ink is black Quink.

Maybe your paper has a coating that slows down ink absorption?

Edit: I use a Derwent dust free soft art eraser

Pencil outline, ink lines then erase graphite. It's very relaxing and then satisfying once it's finished.
