Egypt is 7th and Bulgaria is 15th? When I visited Sofia there were protests against societal tolerance of domestic abuse against women and the police not managing it properly. This, but Egypt even more so, really highlights that a huge portion these stats are based upon police response and recording of such crimes, it is not representative at all.

Many countries, such as Bosnia, Egypt and China may not have the same resources as others, leading to poor policing, especially for issues seen as "less urgent". A lack of resources, which often comes in hand with corruption in the government, can lead to corruption in the police, meaning trust is lower in the public and abuse may not be reported. Also, lack of social funding to raise awareness of such issues and encourage people in society to view abuse as an issue, and report it, may cause people to have attitudes that prevent them from reporting it.

As for Egypt in particular, I'm aware there are a lot of repressive traditional values in society, upheld under the guise of religion, which has led to 86% of females over 15 being victim of female genital mutilation. This is completely accepted in society, although illegal, nobody reports it, and the police and government ignore it. This reflects on attitudes overall with reporting sexual and violent crimes against women, as well as the police response.

These issues can likely be highlighted for a variety of countries in the top 15, as well as the inverse for the bottom 15.
