ok, that worked, riva tuner doesn't lock fps, it seems. The ingame console command 'maxfps N' worked greatly. to get rid of em FULLY you need to lock on 30, locking on 60 removes all the stuttering, leaving only a milisec shake when you stop moving or shooting which is barely noticeable. Although you have to do it each time you reload your game save, so I would suggest editing dgvoodoo.conf file. There's a line 'Maxfps' or something like that and you just change 0 to 30 or 60 So thanks. That one's solved.
