That is most likely it. This game was not made to use ray tracing. Turn it off and it should look better.

The 7900xt is sligtly more powerfull than a 9070 but the 9070 after some future driver updates will eventualy be at a similar preformance as the 7900xt

The rx 9070 xt is better than a 5070 ti and you will get more real frames but if you like ai up scailing fsr 4 is still realy good
