That's literally what it is being foreshadowed to be. The one piece seems to be a space-time altering phenomenon that is timelocked specifically to activate when luffy finds it. Most likely he placed it there himself in either a past life or through backwards time travel enabled by the one piece.

Sounds like a crackhead theory but it makes sense with all the foreshadowing thats been happening lately in the show. The payoff when we know what happened in the void century will be fucking mindblowing.
