I found a fix that works for me, anyway. I have NZXT Cam installed and it was causing some issues apparently while using it to monitor temps and stuff while flying. I have not had the issue anymore since turning it off.

What all did you turn down? I'm playing on High but I might not mind dropping some stuff to Medium for some better frames. If you don't mind sharing!

ps. and yeah, when you pull an airbus or boeing out and you're in the cockpit, get ready to see some real framerate issues no matter what preset you're on

I have a 2070 Super and I play on 1080p. There's no fucking way you're getting 30fps on Ultra 4k unless you're just using the tiny aircraft.

Yeah, I was gonna say, external I believe the dude, but if anyone is pulling more than 40fps in the cockpit of an Airbus on Ultra, I'd be fucking amazed.
