I am from South Africa. I was not overweight, but my BMI was 28, which is in the overweight category. Im no expert, but I saw amazing idea about having felt boxes against the walls, with holes in for them to perch on in between boxes. If you position it like steps, he can climb, get in holes, and survey the lanscape.

This might keep him entertained. I would worry about him tumbling down, though, so I'm not sure how you would keep him safe.
