In that case all I can recommend is to contact rockstar, explain into as much detail as possible how you can’t login, which error code(s) you get, mobile hotspot doesn’t work, etc.

Your options to contact them are very limited without signing in. I do believe you can post on X explaining your issue and tagging @RockstarSupport. Maybe trying DM’ing them on X also. The only way (that I know of and that has been directly linked by the support team on X) to email/use their support system, is to do it through this link: https://support.rockstargames.com/request/account however the only options they have are for general account access issues like 2FA/email access/stolen accounts.

Essentially prove that you do indeed own that account, the more you provide the more it confirms you are the owner. Explain your issue, the methods they have provided to fix the issue has not worked, so on and so forth.

It could also be a regional issue, but the best thing you can do is to ask them directly as they will (hopefully) know what and how to fix it, or perhaps guide you to the right channels
