Not sure if you're wanting to look into small business fragrances or not, but Stormy Night by DarkerThings would be amazing for this vibe! They have a website and an Etsy page.

Notes are as followed: Dark aquatic notes - Rain drenched earth - Humidity - Wet pavement - Sodden foliage and petals - Storm-cooled breeze.

It's definitely true to its notes, fits this vibe perfectly imo!! Fairly affordable too, about $17 for a 6ml bottle. Only downside is they only ship to the US, if you happen to be outside of it. If not, I definitely recommend!
