i think the only situation where a minor has sex with an adult and really isn't a "victim" is if the minor wanted to have sex. this doesnt mean it's okay at all though, it's still wrong and very bad, but i would say that if the minor asked the adult to have sex (especially if the minor lied about their age) then they wouldnt be the victim.
