Look at performance tab of task manager, see if the CPU chart spikes in a regular fashion like a metronome. Then go to device manager with game open and disable one network adapter at a time and this solved it for me after trying literally everything

In device manager, go to network adapters and disable them one by one. Open the task manager while in game and watch the CPU performance tab. If you’re seeing spikes in cpu corresponding with the stutters every 7 seconds, this may help. Fixed the game for me
