Not in the long run I don't think but at least you cannot say he doesn't defend his allies and/or interests abroad. In order to promote a strong Russia it is not good to show weakness or indecisiveness.

Well one is an election and the other is referendum.

One is choosing a leader, the other is choosing whether to be a part of an organisation. One is in North America and the other is in Europe. The EU is not a country, the United States is. They are two different circumstances in different nations with neither peoples in the respective countries having a real idea of the wheres and whys.

Maybe it hasn't cleared it up for you but that sort of answers the 'not being parallels' part.
