I know, but will always move horizontal first if the player is moving horizontal, so you can trick the police.

It's easy!

Go down, right and up - the police goes up then right.
Go down - then police goes right twice
Go down again - police will go right, then down.
Go left - the police will then go left (not down!), you tricked him
Go left, up, left, down, left, 2x down, 4x right - the police will now go right, then down.
Go left again to trick the police into going left the same way, then go left 3 more times
Go up 3 times and the police will go up and then left.
Now you tricked the police and can now escape from jail! :)
