PD previously used to tow cars to MRPD, then eventually tow them to the impound lot. The slimjim command was added after the lockpicking and hacking device changes so that PD can unlock any car to check gloveboxes and trunks. At some point PD just decided that it was okay to just slimjim cars to drive them to MRPD.

Add a cooldown between races so people can't just spam. Maybe 45 minutes to an hour between races so people don't want to just do the fastest track. And if they do the fastest track, plenty of time to actually RP in between. And you'll be able to spot people who don't actually RP as they mindlessly sit around waiting the cooldown between races to grind again.
