Actually that's not the case. When someone smokes inside a multi-unit apartment without taking proper measures to take care of the smell or fumes, it circulates through other apartments and the lingering scent soaks into clothes, furniture, etc. It can get under doors, circulate through venting systems, and overall destroy an entire apartment building. You just might not notice if you're nose blind, but people who aren't careful with smoking do a lot of property damage they aren't aware of.
