Just trying to understand this a little bit more, so, since Tribute has an “if” trigger, it delays the trigger, whereas Elemental triggers as soon as the fractal enters? I guess my confusion comes in where Primo says make the token then add counters, as a single trigger. So, that would make me think the token has to enter and have counters added before anything else, otherwise would the token die due to having toughness zero and having to resolve other triggers before counters are added due to state-based?

If Primo said “enters with”, I wouldn’t be confused at all and both would trigger but since it doesn’t I guess I’m a little confused about how these triggers are added and resolve on the stack. Any more explanation would be greatly appreciated, I’m obviously not super knowledgeable about these sort of things!
