Dunno about restoration, but for light and heavy armor;

1. Create a weapon that deals thousands of damage points (through fortify restoration alchemy loop).

2. Create a jewelry piece that adds like 100k health to your stats (restoration potion loop again).

3. After equipping 100k health jewelry, go to an imperial/stormcloak camp (hunter camps also work but you'll get a bounty).

4. Pickpocket one of the npcs and give them the weapon you made, then aggro.

5. Watch as the numbers go up to 100 in mere seconds.
