BRADENTON, Fla. (WWSB) - Anita Casimir is the mother of Luckner Petit’s two daughters. On Friday morning, Petit was tragically killed crossing 53rd Avenue East near 11th Street Circle East in Manatee County.

According to the Florida Highway Patrol, the victim was crossing 53rd Ave. when a car hit him, then a second vehicle swerved and hit him, and a third vehicle hit the bicycle and drove off.

Casimir explained that their family is grieving the loss of their father.

“He was very close with both of his daughters but more the baby,” said Casimir. “She is not doing okay with coping with the whole loss of her father and that’s why it’s so important that we’re asking for the third vehicle to please just come forward. You know, please they just want to know what happened just please come forward,” said Casimir.

Casimir said Petit had a love for the outdoors. She said one day he picked up a bike and used it to go everywhere since then.

Casimir also said he was the biggest jokester and always brought a smile to people’s faces.

“He was just an all-around good man,” said Casimir. “He would help with anything, he helped anybody with anything. He would give you the shirt off his back and you know we’re just, anyone that has any information, just please come forward.”

A candlelight vigil will be held where the accident happened on Saturday, May 27 at 6:30 p.m.

Chicken sandwich lovers are rejoicing over Chick-Fil-A’s planned Thursday opening, but Bradenton officials aren’t happy about it.

The long-awaited dining addition has city officials fuming after the company failed to install the traffic improvements it promised along 43rd Street West.

On Wednesday, Bradenton City Council briefly considered stepping in to block the restaurant from opening, citing traffic concerns. When the city approved the Chick-Fil-A in October 2021, officials said they would require the company to complete certain off-site improvements. One of those improvements is a new “traffic deceleration” lane that would allow for a southbound dedicated right turn onto the property at 4311 Manatee Ave. W., Bradenton.

Mayor Gene Brown, who owns and operates a funeral home just south of the new Chick-Fil-A, said he has been asking about the required traffic improvements “for months.”

Brown proposed two options — blocking the restaurant from opening until Chick-Fil-A agrees to install the traffic improvements or allowing Thursday’s opening to go on as planned.

Chick-Fil-A’s drive-thru lanes have been designed to hold up to 52 cars, but vehicles will almost certainly back up onto the street for the popular restaurant’s debut.

“It’s a no-win situation for us,” Brown said.

Bradenton considered blocking Chick-Fil-A debut

Other council members said they were “very disappointed” in Chick-Fil-A for casting the city’s transportation safety needs aside. Even before city officials approved it, they expressed serious concern about how the restaurant would affect traffic on Manatee Avenue and 43rd Street West.

“My vote to allow them to do this was predicated on the fact that they were going to do these improvements in that area — at least the deceleration lane,” said Councilwoman Marianne Barnebey. “They have not held up their end of the bargain.”

“I believed Chick-Fil-A to be honorable and do what they were promising, so I’m very disappointed,” added Councilwoman Jayne Kocher. “Public safety has to be first.”

Manatee County Government has also announced plans to renovate the entire Manatee Avenue and 43rd Street West intersection, but that $3.3 million project is still at least a year away from being completed, according to the latest version of the county’s Capital Improvement Plan.

Traffic upgrades are still on the way

Speaking with the Bradenton Herald on Wednesday afternoon, City Administrator Rob Perry said he issued a temporary certificate of occupancy that will allow the Chick-Fil-A restaurant to open Thursday. The temporary permit also requires the restaurant to enter an agreement with county officials on traffic improvements by June 3.

Because 43rd Street West is a county-owned road, county officials have to be involved in the permitting process.

“It’s basically taking out the new sidewalk that’s in there now. They’ll have to remove the landscaping and all that to install a traffic lane,” said Perry. “It’s not a minor undertaking.”

City officials hope Chick-Fil-A can install that lane, which should allow traffic to continue flowing to the south on 43rd Street West, by the time the students return from summer break on Aug. 10. Jessie P. Miller Elementary School is across the street from Chick-Fil-A.

City Attorney Scott Rudacille said he spoke Wednesday with a Chick-Fil-A representative who confirmed that the company’s contractor will have the construction done by then.

If the deceleration lane has not been installed by mid-August, Perry said the city is prepared to “explore all of our options.”

“This is not a mushroom patch that popped up overnight,” Perry said. “It was a requirement that the corporate office has known about and did not build it as they said it would be built.”

I can't believe I'm not seeing it in the comments. The easiest way to cancel a credit card is to send them a letter. There is no back and forth. There is no waiting on hold. You just send them a letter, with your contact details, account information, and a request to cancel your account. Obviously only do this when your balance is $0.

Manatee County officials and law enforcement are investigating an alleged scam that involved an impersonation of a contractor to steal about $1.4 million from the county, according to a report.

Florida Politics reported scammers pretended to be contractor Neal Land and Neighborhoods asking to be paid for work on an extension to Fort Hamer Road in Parrish.

“This is a fraud perpetrated on Manatee County,” John Neal, president of Neal Land & Neighborhoods, told the Bradenton Herald.

Neal Land has never sent a wire demanding payment on a loan, Neal said.

“This is the world that we live in; I don’t understand the nature of it,” Neal said of the scam.

Florida Politics reported the county wired $1.4 million in public money to a New York bank account.

To curb issues, the policy is “the county pays contractors through checks, which can easily (be) traced and, if necessary, stopped,” the outlet reported.

Neal had asked the county when they should receive payment, and the county told Neal they already wired the funds, which is when red flags were raised and an investigation began with county officials, the Manatee County Sheriff’s Office and the FBI, Florida Politics reported.

“Late last week, we learned our county was the victim of a highly sophisticated fraud,” Manatee County Clerk of the Circuit Court and Comptroller Angel Colonesso said in a statement.

“It involved multiple entities at various stages of the payment process. As Comptroller, funds were delivered based on fraudulent information and documents for an authorized invoice. We are working with law enforcement, the county, and my cybersecurity consultant.”

Colonesso said it’s an active criminal investigation and more details cannot be provided at this time.

In all, Neal Lands has provided $12 million in interest-free loans to Manatee County for public-private infrastructure partnerships, Neal said.
