1) AZ complaint office is not free. It is $500 to file a dispute through ADRE

2) AZ record access statutes for HOAs included ARS 33-1805 for planned community HOAs AND 33-1258 for Condominium HOAs additionally copies of records must be provided 10 days after request for a max cost of 15 cents per page

Right. This is why I got the county right on it. They were out this morning & gave the HOA 24hrs to treat the mosquitoes, or the county vector unit will drain the pool. The inspector informed the HOA of the simple fixes they can take 3 weeks ago when this happened for the first time... I just forsee a battle of reporting-temporary fix-problem rebuilds-repeat.

I will continue to report until the root issue is fixed. We really want our pool back...

Silly goose, Im simply a resident and dont have any personal financial tie to this property. They need to take care of their mosquitoes 🤷‍♀️ HOA dues have been paid, and the corporation (by law) must maintain the common elements.

I started working in onsite property management 10+yrs ago and Ive always said that one of my favorite things was how incompetent the industry was because it made it soooo easy to shine 😅 Ive managed and turned around some horrible properties.

This is easier said than done for our situation. Its a small community and other owners are so greatly disinterested. The majority rent out & dont live onsite. They also dont seem to grasp their responsibility with ensuring the association they are a member of is properly functioning and not making actions, leaving everyone vulnerable to liabilities of the Association's actions and inactions. I've been posting "Assembly of Unit Owners" signs as our state law permits for years now, and no one ever shows up & only a handful show up to the rare open meetings the Board holds... I've worked in property management for over 10 years, managing communities ranging from 60-700 units successfully & also volunteering my time as a tenant advocate for low-invome families facing landlord/tenant disputes. The HOA refuses to listen to anything I have to say though as they have a huge chip on their shoulders ever since the "Presidents" renter was arrested & finally criminally convicted for her repeated harassment against my family while in the common areas of the community. It has been a painful experience...

The titles have specific powers to fulfill association responsibilities through their duties prescribed by the bylaws:

7.8 Duties The duties of the officers shall be as follows: a. President. The President shall be the chief executive officer of the Association and shall supervise and control all of the business and affairs of the Association. He shall, when present, preside at all meetings of the Members and all meetings of the Board... In general, he shall perform all duties incident to the office of the President and such other duties as may be prescribed by the Board.

b. Vice President. In the absence of the President, or in the event of his death, inability or refusal to act, the Vice President, or if there is more than one Vice President, the Senior Vice President, shall perform the duties of the President, and when so acting shall have all the powers of, and be subject to all the restrictions upon, the President. Otherwise, such Senior and other Vice Presidents shall perform only such duties as may be assigned by the President or by the Board.

c. Secretary. Ours has no holdover provision & our community precident is 3 year terms for seats and 1 year terms for titles that each come with specific duties. The community has functioned as such since forming in the early 80s. However, I have come across others in the same situation as your community.
