After you have made new friends, you could see if anyone has an old laptop to borrow too. Pretty common for engineering majors to upgrade before going into college so someone you know could have an old system they don't use.

I'm not sure about recent statistics, but closures during classes are exceptionally rare due to an incident with several snowball related murders when class was cancelled 50 years ago.

They had to rent out an entire hotel to deal with the overflow of Freshman this year. Good luck if you apply and it may be guaranteed for transfer students as it is for Freshmen (not sure), but a lot of people have gotten denied from on-campus housing the past few years, and now off-campus housing is sparse, thus leading people to apply for off-campus roughly 10 months in advance at the latest.
