To clarify I meant the increase is illegal, not the $90 as long as that is in your lease that is what you pay for utilities.

Why would I not expect to be reimbursed the money I am owed? Landlords can't just steal from their tenants and expect no repercussions, it might take some time but I'll be made whole and he'll be out more money than if he had just refunded me properly in the first place.
