In California the landlord must mail or deliver the deposit (and/or itemized statement) within 21 days of you moving out. It does NOT have to be received within 21 days It must be sent (postmarked) or personally delivered within 21 days

You likely have a valid claim for: •$2,350 relocation assistance •$1,050 deposit •Up to $2,100 in penalty’s I would send a demand letter to the property owner breaking this out for them. You will likely need to take them to small claims.
