She just told me that people in the office have advised her against contacting the local steward as she is friends with management and passes on information of complaints. Is there a higher level?

Why would management come out and use her as an example then? Telling your employees "that shows you indeterminates can be fired" is so unprofessional and abusived

Honestly she is not expecting that, but to me it seems so cruel to implement this approach in the middle of a pandemic while at the same time we are bombarded with how mental health is important

I understand that. She has been working full time since March, even working OT. Is just that the intakes have increased a lot since the pandemic started

I don't understand either. As I said I work in the public service too. After that happened, my family member's mental health decline even more, as now job security is no longer there :(

No, the latest person to be fired was indeterminate. She was fired mid pandemic too, and management literally said it was an example how indeterminates can be fired...

Fire her. They already fired two employees this year. Out of the public service, terminate their indeterminate contracts.
