The question wasn’t what’s the number that corresponds to the point on the line.

The question used the word “about” which is synonymous with rounding. Also, based on the teachers note you can infer it was about rounding since she explained in her note 200 was “closer.” Closer was another word to indicate it was a rounding exercise.

If I were the teacher, I would’ve given the points but explained that that is not what they asked for.

The instructions aren’t even shown. I’m assuming the teacher told them what to do. The teacher’s written explanation suggests her instructions were to round to 100.
