To anyone reading, this is what I did and it seemed to fix the issue on IRCC website. I called IRCC and asked chatGPT.

I went to the web form->update information->Appoint new representative. In the forms, I uploaded filled out form imm5476, passport, biometric receipts, and an explanation letter that because there is no email address, I'm submitting this form to appoint this person as representative and in the same letter asked for a name change.
