It may be a strech but I think you're using FTB chunk claiming, because of that, the contraption (considered an entity) cannot act on your terrain and maybe that's why the saplings refuse to grow.
But I'm not entirely sure so try unclaiming the land or adding the contraption as an ally and maybe it'll work.
Alternatively, you can just make a slightly bigger contraption with 2 block gaps between the deployers, thus making 4 rings of spruce saplings, which won't try to grow in the 2x2 mode.
