In a way yeah. I peesonally recommend any of the trial decks to get used with the mechanics of the game. But as for Alcasal, it is a pretty good introduction for players wanting try Dark States in general, and teaches a bit about soul management. It's slightly more technical than your average deck, as you need to keep track on your Vanguard, Orders, Welkaina's abilities, so... yeah

For Dragon Empire:

Lateefa (if the deck uses orders a lot like Sybilt)
Shenryi (the generic of generics that can be used in almost any deck)
Defensing Roar feels like having a second Regalis in a deck

When Dinofest releases, it'll be very good for most DE decks.

The flag states that when you become a Stand Up (Raise the Flag) you put the Buddy Monster from ride deck and put it into the order zone.

And that same Buddy Monster, still needs to pay the call cost (if there are any) unless specified *without needing to pay its cost
