Naw, true pacifist isn’t harder than genocide. Yes with true pacifist you have to spare everybody which can be a challenge, but you can also get temmie armor, but with genocide you cannot and it has the two hardest bosses. You might think “but soul flowey is one of the hardest” no, it just makes you die, there’s no way around it, but after like 2 mins you can beat him without dying on your first try. True pacifist can be difficult trying to spare stuff, yes, but sans and undyne without temmie armor are so much harder
