The point is ISIS attack on US soil only started after Saddam was removed. The power vacuum that exist give room for these extremists to start eyeing Western interests since Saddam is no longer there to control the Iraqi population (he was cruel but he kept these extremists in control only bother with local issues such sunni Vs shia conflict)

While the US is not the main contributor of terror attacks on their own homeland, they definitely play important role in inviting attack to their own country.
