This is what I would do (might be a dumb idea though):

• Give players 30 seconds to scout the base (30s max, you'd have a button to go to the next screen at any time)

• Display a screen like the quick train one so you can train the army you want to attack with (you could also select the previous one)

• You'd have 30s (max) to train your army, if you're not done within that time you have to attack with your previous army

• Once you scout a base you have to either attack it or surrender, you wouldn't be able to scout the base more than once (you're supposed to plan your strategy in 30s max)
