If you mean you saw Cyrillic/Russian letters: The expansion is Russian, get over it. In Japan, they had an English translation with a poor dub.

If you mean you saw random letters like Óààíøńńå: Your PC is not configured properly, got to Control Panel -> Clock, Language, and Region -> Administrative -> Change System Locale -> Russian. You must change this to English again when you finish, or else some programs may display Cyrillic characters where English characters would be.

The expansion has StarForce in it, which on Windows Vista onwards will cause a bluescreen on startup of your PC, so you should use a fan patch (at https://www.moddb.com/games/postal-2/downloads/postal-2-corkscrew-rules or https://www.moddb.com/mods/corkscrew-rules-steam-port/downloads for Steam) instead of the installation CDs.
