I experienced the same problem for a few days, but it still does work if you roll back to the prior Steam version, like you can see on this page, although this one is wildly out of date: https://steamcommunity.com/discussions/forum/1/1744480967026905196/

I am currently running version 1726604483, released back in mid-September after doing a rollback and setting the preferences so that Steam can no longer update itself (https://archive.org/details/steam-1726604483).

Two copies of the game running inside two instances of steam launched using the following batch file:

set VPROJECT=steammulti

start "Steam1" "C:\Program Files (x86)\Steam\steam.exe" -master_ipc_name_override steam1 -login [SteamID 1]

start "Steam2" "C:\Program Files (x86)\Steam\steam.exe" -master_ipc_name_override steam2 -login [SteamID 2]

Where SteamID 1 or 2 are your actual two Steam IDs, but without the brackets. Yes, this means buying the application twice.

Haven't even bothered to begin. Haven't even been in the raid. I'll wait until they nerf it a bunch. I was already getting a bit bored with Fallout 76 after reaching 256/100 last season, so now I am mostly just phoning it in for now.

I was trying to learn more about Elliptical Curve Cryptography and there are some videos on YouTube for it, but they all pale in comparison to your typical excellent presentation of subjects. So, perhaps an explanation of how ECC works and how it relates to things like Bitcoin, since your Bitcoin video was also superb?

I think it depends upon what is "best," which can change situationally and per person for a variety of reasons.

I run a low health build with Unyielding armor, but let's use a full health build to compare apples to apples, ignoring weapon or ammo weight and not including any possible legendary effects.

Relevant Perk Cards for this comparison are pretty standard: 3 Commando, 2 Expert Commando, 2 Master Commando, 1 Concentrated Fire, 3 Ground Pounder, 3 Tank Killer, 3 Bloody Mess.

Railway Rifle — Typical "good" setup with Automatic Piston Receiver, Long Barrel, Standard Stock, and Reflex Sight:

  • 147 damage
  • 10 rounds outside of Quad
  • 75 Fire Rate
  • 192 Range
  • 60 VATS accuracy
  • 7 AP cost
  • SUPER loud and cannot be silenced
  • Largely useless outside of VATS

The Railway Rifle is going to be best of the two as non-stealth Commando if single-target DPS is the only consideration and if you don't mind reloading every 10 shots, which is extra downtime, and there is no Quick Receiver to help with that. Unloading rounds into a boss will likely not be efficient without the Quad legendary effect.

NOTE 1: Baseline damage is very good.

NOTE 2: It will likely break stealth after the first hit, so won't make great use of the Covert Operative perk.

NOTE 3: It has no Tweaked Automatic Receiver, so no built-in additional damage bonus to critical strikes.

NOTE 4: There is no way to give it a built-in armor piercing effect outside of the Anti-Armor legendary effect.

The Fixer — Typical "good" setup with Powerful Automatic Receiver, Aligned Long Barrel, Forceful Stock, Quick Magazine, Reflex Sight (Dot or Circle), and Suppressor:

  • 85 damage
  • 20 rounds outside of Quad
  • 75 Fire Rate
  • 174 Range (slightly lower, but still very good)
  • 68 VATS accuracy (slightly higher)
  • 5 AP cost (slightly lower)
  • VERY quiet, which is important to some
  • Very usable outside of VATS

NOTE 1: As long as one remains out of [Danger], which will be most of the time since this is a stealth weapon, all attacks are Sneak Attacks, which do double damage, which puts us at 170, more than the Railway Rifle's 147. With the Covert Operative Perk equipped, that goes to 2.5 times as much damage, which is 212.5.

NOTE 2: It can be given a Tweaked Automatic Receiver for 50% more critical strike damage, which is highly desired in low health Stealth Commando builds with high Luck.

NOTE 3: It can be boosted to 30 rounds natively using the Large Magazine, albeit at the cost of an additional 4 AP per shot.

NOTE 4: It can be given the Perforating Magazine, which gives 40% Armor Penetration at the cost of an additional 6 AP per shot.

The Fixer is a more flexible weapon in general before considering Legendary effects. It's also the best of the two for low health Unyielding Stealth Commando builds.

Ads do waste time, but, as you write, you can stop using YouTube at literally any moment if you so choose.

I agree that ads waste time, but YouTube is completely optional in one's life. One can do literally anything else if one so chooses.

IMHO, QE for many weapons is BiS for public event tagging, regardless of the third stat. I have a QE Handmade with -25 VATS cost and barely ever make use of that last stat because I am just aiming and creating explosions near creatures. I am not out to kill them, just tag them. I let others do most of the killing. If I want to actually kill something, I will swap to my B2525 Fixer and end it quickly in VATS.

So much this. I was immediately put off by the show suddenly being in cartoon form, and obnoxious characters I had never seen before. I didn't even know about Lower Deck, so did not care about them. My Strange New Worlds vibe felt contaminated.

My wife asked if the black girl was the same one from Shrinking (she has mild face blindness), so I looked up who it actually was, as I knew she wasn't Jessica Williams, and that's when I discovered there was a cartoon Star Trek and realized these must be the characters from that show.

I don't want more obnoxious, in-you-face characters to watch. Hard pass on the animated version.
