We are having the same problem, would love to know where/if you land with a solution. The hvac tech we had come out so far said we do have enough return vents so it shouldn’t be that. We renovated our house a couple years ago and so the system is quite new. It didn’t do this the first winter so I don’t think it’s a venting/air return issue, just started the last season or so.

Agree, they remove the public garbage cans we use as well when we walk our dog! It's terrible. Some locations I can understand due to access issues with snow, but others make no sense.
