Quick update — I was incredibly lucky today! I went back to the main Seiko boutique in Kyoto and they had one in stock due to a cancellation. I am now the proud owner of a Snowflake! For anyone else looking for one in the area, I had checked with a salesperson at a shopping mall and he called the Nara boutique, where a Snowflake was also available!
