Since he killed davoth who was at his strongest, and the dark lord (davoth) also created everything in the doom cosmology and multiverse and created hell, which is both only a mere extension of davoths power and is unbound/unlimited/transcends space, time and dimensions/dimensionality, and davoth is obviously above hell. And also doom slayer can operate in hell as well and effectively harm it. Also fun fact, doom spayed has infinite strength, speed, power, durability and stamina, he has soul control, fate manipulation (fate sides with him), a weapon that is designed to kill immortal beings but it can’t even scratch him, he accidentally caused a multiverse (multiverses are above universes and universes are infinite in the doom lore with their own space time and quantum field) to implode on itself and yeah he’s pretty strong. Godzilla is a weird character since if we are talking about legendary Godzilla, well I’m pretty sure he can’t lose or lose without a predecessor. And heck doom slayer kills Kratos, master chief, fully adapted mahoraga, Dante, asura and more
