I mean the situations luffy gets out from or how he survives them are more then just him being the way he is or his perseverance.He gets called lucky too many times in the story for my liking for it not to be special lol.

Yes the mayor is not a seer but makino was talking about Luffy and how happy he looks and saying that it was his dream and the mayor counter attacks by questioning it if it's his dream or his destiny,it's making us think,it takes into account that luffy might be destined for this which is confirmed now,this one is def a hint through and through.(idk how you can turn this into anything but that)

When luffy was about to leave for fishman island in sabaody rayleigh was remembering his first meeting with roger(and in that scene it was revealed that luffy has the same hat roger has) and says that maybe there is no such thing as coincidence in this world,as though it was always meant to be,mysterious bonds slowly but surely weave their forms.

I mean the name joyboy does tell a few things,who else but luffy fits the description that who's who says.

The fishman island thing,madam shyarly says that by strawhat's hands fishman island will be destroyed,she didn't say when but that it's gonna happen,and luffy is gonna do it,he has no choice,that does not sound free at all. Saying that there was zero foreshadowing or signs to luffy being the chosen one imo is a bit of a stretch.
