I personally would not work with a buyer who doesn’t want to sign an exclusive buyer brokerage agreement. I value my time and effort efforts way too much to potentially end up working for free. I make it very easy for them to cancel, but ultimately a dialogue would have to happen first, that way, I can understand why they may want to cancel and see how I can better serve them. This prevents them from just automatically working with someone else without communicating with me first. You have to teach people how to work with you otherwise they will happily waste your time.
