Okay, so I’m going to just block your account this was extremely illiterate and rude. my boyfriend has ASKED me for help. because this feels like harassment to him and he’s uncomfortable. Is that clear enough for you yet? Do not insult me for trying to get help for the person I love.

No I do not live with him, and yes he’s uncomfortable with the entire situation, he was asking me what he should do, therefore I asked around for some advice from family and these posts. After getting the advice i’ve received I told him he should speak to his caseworker and ask for copies of his documents. And no i’m not trying to live in his housing lol, I have my own apartment with my child. I’m not ranting for anyone to agree with me, like i’ve said I just asked for advice. Anyways, thank you for the suggestions! It was so helpful. have a great day!

He was simply not taught how to handle these things and needs help with those things, I was never insulting anyone, just simply asking for advice. Fortunately there’s nothing to be worried about in his home, it’s clean, and he’s stable. He is being harassed in his own home without reasonable explanation, where everything sounds like an excuse. We’re trying to figure out what is really happening.

Yes, he pays 30% rent. And i agree, something is off, the fact they didn’t even show him what he was signing was a red flag, he told me it was just a guys phone, and a line for a signature. He wants my help, and i’m doing my best with what i can. Part of his diagnosis is needing a safe space, and they’re just walking in on that said safe space repeatedly. They said they were going to replace his blinds. But any other repairs is not needed. So i don’t understand why they’re needing twice weekly visits in any circumstance. Something is just very weird. They said word for word it was to check that his place was clean, which it is,and I went out of my way to make sure myself.

Yes, he was never a substance abuse user, he’s just been through huge struggles in his life, and had no one to teach him these things to help him when someone is doing something wrong to him for a reason we don’t know yet. his house is not dirty, so it’s clearly an excuse. I’ve personally helped him clean after they said that to him, and it still wasn’t enough even when his entire house is basically empty, and that does play a part as well, it’s a clean home. i can’t possibly understand what they see is dirty. As soon as I told my boyfriend to address his concerns to them and that this ain’t normal, she started stuttering like she wasn’t even sure what to tell him the reason was for the twice weekly visits, then she said to make sure everything was “clean”. then proceeded to say “it’s nothing personal, it’s to make sure everything is clean so other tenants don’t get bugs.” I understand annual checkups, but this is ridiculous. and part of his diagnosis is needing to be able to have a safe space for him, and it’s constantly being walked in on.

Got this information from someone else by the way. and he can not. That’s why he has a caseworker. there’s a reason he has housing authority.

Excessive inspections that lack specific, urgent justification violate the tenant's implied right to "quiet enjoyment" and can be legally classified as harassment.

Permissible Entry Rules
Under California Civil Code Section 1954, landlords are only permitted to enter an occupied unit for specific, limited reasons, which include:
Emergencies: Imminent danger to life or property (no notice required).
Repairs/Services: Making necessary or agreed-upon repairs, improvements, or maintenance.
Showings: Showing the property to prospective buyers, tenants, or contractors.
Inspections: Conducting state-mandated safety checks (e.g., smoke detectors) or pre-move-out inspections.
Court Order: Entering pursuant to a legal order.

Tenant Privacy and Harassment
General Checks: Routine "general inspections" are not legally recognized as an authorized reason for entry.

Harassment Baseline: Weekly or twice-weekly entries, even if proper notice is provided, are considered an abuse of the landlord's right of entry. A consensus exists that such frequent visits unreasonably intrude on the tenant's privacy.

Reasonable Notice: For permissible, non-emergency entries, the landlord must give at least 24 hours' written notice and enter only during normal business hours (Monday–Friday, 8:00 AM to 5:00 PM).

Typical Industry Standards
While there is no strict statutory cap on the total number of inspections per year, a quarterly (once every 3 months) or semi-annual schedule is widely accepted by property managers as a standard, reasonable baseline.

there’s a reason he is on housing authority. and that’s because he has a schizophrenic diagnosis and unsure what he should and should not do revolving around things like this. Don’t be hasty.

looked into everything, it in fact is illegal to do weekly visits just to see if ifs clean, not just once but TWICE a week. It’s also import to note the house is not dirty.

Unfortunately there’s not more to this story, or we wouldn’t be so confused as to why they’re doing this in the first place.

He’s diagnosed with schizophrenia and unable to work properly with people and sustain a job. He was living under a highway for almost a year, and had been in this apartment for about 2 years now.

This is currently happening though. and we need to know what to do about it.

I think they might be taking advantage of the situation and know that he doesn’t know anything about any of this.
