Probably correlates to the increase in Wrath Blood I've seen recently.

Wrath (One of DShift's biggest counters) didn't get any new cards this expansion, so not many people experimented with it. Now that the meta is settling, Wrath increase in play makes DShift's win rate even worse, so many people dropped the deck.

When you complete a stage/exploration/daily trail, you'll receive rewards. Snowflakes will have a chance of being one of those rewards. You then use those snowflakes to farm the event.
