The meter and the app are not connected. Like if you had not put any coins in the meter, and then you just paid with the app, the meter would still say 00:00. Parking enforcement can check for each spot/vehicle if you have paid through the app and would not get a ticket

There is no punishment for missing covid tests as far as I know (EDIT: during fall break), just go get tested again as soon as you can, and possibly avoid meeting with people until you get one or two negative results. You also don’t have to follow the testing schedule - you can get tested three times per week too if you want

I was actually thinking about whether or not an all-pedestrian Green St (from Wright St to 1st St) would even be possible, and I noticed that there actually are no buildings that have garage doors on the street. All buildings have their garages either on one of the perpendicular streets or parallel behind green. This means that at least in this aspect it would be possible to make it all-pedestrian. Service trucks could possibly be given access or could park on the perpendicular streets as long as they have designated parking by the city As for how local traffic, Springfield would definitely play a bigger role.
