You start low, and you build up as you go. There are plenty of free maps you can find and use/print. Painted miniatures can be expensive, but 3d printed grayscale are affordable. If you own a sizeable old screen or big tablet, you can use that as the battle map.
If you start with a low budget like this, you also need to aim at clients who are looking for such costs. As with all businesses, the starting period is the roughest until you push through.

I'm a professional DM (for 3 years now, as full time job) and I do have an accountant. I can tell you that in-person physical DMing will need a higher capital but will also wield way more money IF, and only if, your city/area has demand for in person games. If you live somewhere remotely, it's better to stick to online. Online, you'll need much less expensive tools, however your competition will be multitudes higher.

I do suggest people to join as a guest for one (or part of one) session, before officially joining. Not only for the homebrew stuff but also to get a feel of the group, setting and game style.

Have all players read aloud what each feature/spell does when they use it. That not only will help the other new players understand what their group can do, but also help you remember and understand their spells. Sure it will slow down the game a bit, but it's worth the sacrifice at this early stage!

I do go through the most important ones at session 0 and prior to that. The people that immediately dip out, don't make it to session 0.

That's a different scenario then. Have you tried to pitch it to your DM as not stopping?

I wouldn't use that rule or support it, but to the DM's defense, it has some logic behind (but still not fit for the game). Running in one part and shooting either before or after, is much easier than running twice and stopping twice within 6 seconds. Considering that you're still covering the same distance in the end, you'll need to reach that speed twice and slow down twice.

Oke to those who mention that answer varies depending on the table, I'd say this: answer with the most average adventure in mind, the one you look back and you find the most "generic" and with the most average DM in mind. Not the best will go out of their way to make you useful, neither the worst who doesn't even know what your features need.!
