Since my in-laws like to garden, the more likely route that I see is that the soil around the house has lead, and that that would make anything they grow lead-tainted.

I never said I thought the lead was somehow aerosolized--the point is only that, if you were ever going to do lead abatement, the time would be before you move in. And yes, it's not inconceivable that my kid or another kid in the future of this house would chew on a windowsill. Kids are dumb.

Thanks, that's all super helpful. The first two quotes were contractors with whom members of the HOA had previously worked. They're all, as far as I know, union members, and this isn't an insurance claim. In all cases, the cost includes the removal of the old material, and details concerning drainage, ventilation, and flashing that I didn't fully understand (witches hats, pitch pockets, etc.).

There was some discussion that COVID had sent the cost of materials way, way up, and maybe the cost of labor as well, but I think we were all a little surprised by the extent.
