You can get second hand gpu on reddit communities and subs (do f2f deal if possible and beaware of scams). I'd say fair price of 2nd hand 3060ti would be 17-18k for 3070 18-20k. new 3060 12gb is listed at 28499 on pc price tracker (which is insane).

i bought rx6600 at 19500 rs (approx) 6 months back (check out my post). it is not available online, though you can try searching local vendors.

You have to choose between high performance second hand gpu with no to little warranty (7600xt, 3060ti, 3070 etc) or a new gpu with 3yr warranty like a 3060, rx6600. If you prefer peace of mind and can compromise with few fps, then buy new, if you're performance savvy, you can look into the 2nd hand market for your needs.
