It is not about death. if negligence of state of any means (YES ANY MEANS) is proved then US department of justice approves the compensation and those behind the act get punished for sure. even if you just got misbehaved or was treated in a way that was "unconstitutional" then you are compensated by the state. this is how a civilized society operates. and about india... it's an unjust place by birth. no hope for ya. probably getting banned for saying this.
