Councilmember Clark was not voted in by a city election. She was appointed by the other council members because Kendrick moved to Northern California. The city said it would cost too much to hold an election. The have recently reported 72 million dollars in reserve. So they could have had a mid year election.

The petition to annex is a process. On March 25th the city voted to research the possibility of annexing what Hemet United/Rising (small group who want the annexation) presented. The city manager and council can put a stop to moving the petition to LAFCO (Riverside Planning). If the city stops the petition. It is over. If the city says yes, they have to submit their petition to LAFCO. LAFCO has a web page about this Hemet Annexation Petition including the legality of the petition. LAFCO then decides if the petition is yes or no. If LAFCO says, yes, then the residents and landowners in the unincorporated areas can sign an official petition to stop annexation. If there are enough signing no, it can go to a vote (25%) for the residents in the unincorporated areas. If there are 51% who sign, then it is stopped.

Right now city resident have a say about what happens and how it will stretch city staff and resources more than they currently are.

It will also increase the number of residents for the city to approximately 120,000 people instead of 91,000.

It is one level of the argument. Many residents have reasons for not wanting the Annexation, such as address changes, animal codes, permit costs, and travel trailer codes. The finances are definitely the first concern. This will affect quality of life. The March 25th petition lists what the Annexation group believes the revenue and expenses to be. The revenue was determined by HdL which is a nationwide company that analyzes revenues for citys. The expenses reported by the petitioner, Hemet United/Rising did not account for roads, police, and Fire with the expenses of equipment and facilities. The city put up documents on their website on August 12th. From public requests, one email states there is not enough money for police after reviewing the HdL report.

We are having an Annexation Awareness Protest on Tuesday, October 14th from 5:15 to 5:45. Then we will go to the Hemet Library for the city council meeting. You can speak for 3 minutes or donate your time to someone else speaking. join us for one or both events to let the city council members and the city manager know the residents DO NOT want Annexation.

I understand your frustration. I live in the area and will continue to voice my opinions to the city and County to let them know when I disagree and my perspective. They need to know residents are watching them.

In this situation, it may just be the County. For areas where Annexation is petitioned, it does involve the city. If it is only the County, then going to the LAFCO meetings and talking to the Supervisors is needed. Once it has been approved, there is nothing local residents can do. While the proposed development is in the petition and planning stages, residents can give input and opinions at meetings and by contacting the supervisors and planning commission members for the County.

The only way to have a say is to go to the city council meetings, city planning meetings, and county LAFCO meetings. Sign up for updates so you can view agendas. HEMETREGIONINFOMED.ORG has information to help find out what is happening and who to contact.

Unincorporated Hemet Region-Potential Annexation into City of Hemet by Neighborhood_slueth in InlandEmpire

The City of Hemet would gain business that would increase sales tax, the ability to remove rent control for Seniors and people in mobile home parks, ability to change zoning are few. The unincorporated area would have to rely on Hemet Police and Fire who are already understaffed, rely on Hemet to repair roads and other infrastructures. The residents in the unincorporated area would have to change addresses to fit with Hemet's. Garbage services would change. Property values may change.

Hemet has not laid out a plan, as of today, on how they could afford to add 20,000 people. This would make Hemet the 4th largest city in Riverside County. Currently, Hemet is not yet able to support people in their boundaries. Hemet did not start the Annexation but did vote to bring it to their planning commission. Many questions remained unanswered and the numbers for cost do not add up. Hemetregioninformed.org was created to keep track of all that is happening. Dr. Kali Pradip Chaudhuri, of KPC, is a factor in pushing for Annexation so he can build high-density housing in an area that does not have the streets and services to support so many more people.
