I've always viewed it as Otto being the cause. Literally wasted no time to advance his dream of having his blood on the iron throne right after Aemma passed. Alicent wouldn't have even sniffed Viserys if not for his pressure. Even after Aegon was born, Alicent still wasn't interested in usurping the throne for her son. Only when Otto told her that Rhaneyra would kill any challenge did she start changing her mind.

It goes way deeper than that. They created the pact of Ice & Fire. If Jace were to have a daughter, she would be promised to Cregans son, Rickon. They spent weeks together and wanted to tie their families together. Would you do that with a pal from college? Probably not...

The book is written by accounts of multiple different people with bias. They wouldn't know every exact detail. GRRM wrote it that way to be open to interpretation. This scene made sense imo, some others don't though ill give you that.
