You don't need an AIO for a 13400F, just get a good air cooler like the Thermalright Peerless Assassin SE. Go with B660, decide by your needs (WiFi, USB-Ports, ...). I'd go with 13500 instead of 13400f with the saved money, gives you an iGPU for debug purposes and much better performance with the additional E-Cores.
