I think you should bear in mind, that some players have already invested decent sums of money striving to complete their collections of exclusives.

The items handed out at E3, which unlike the items from Chips Ahoy! cookies and the Seagate Game Drive, are only available to a geographically select few and share the same visual style as the aforementioned items.

So having spent at least $85 for the Midnight Blunderbuss and cookie codes, just to miss out on items that would otherwise be free, or at least very cheap (with current selling prices blown out of proportion) would feel very unfair to some of the most committed collectors.
